wp-cron is triggered by an HTTP request, so behind a load balancer it silently misses schedule. Run it in-process with WP-CLI, elect one runner with a shared lock, and watch it loudly.

WordPress mail silently dies while wp_mail() returns true. Send it through Amazon SES with an IAM role: no credential at rest, no silent failure.
